It was during a related workshop held on thursday 28th March 2024 in the conference hall of the
Governor's services in Bafoussam. It was attended by: administrative, municipal and religious authorities; the heads of central and decentralized services of MINEDUB; representatives of public administrations such as MINFI, MINEPAT and MINDEVEL, among others. Objective of the work: strengthen the capacities of actors throughout the budgetary chain in the decentralized services of MINEDUB, with a view to harmonious, effective and efficient execution of the budgets allocated to them for the 2024 financial year. To do this, Participants were entitled to three thematic presentations, namely the presentation of the MINEDUB Budget and orientations for better execution for the 2024 financial year, by Dr. Doko Edjiane Alain Mathieu Director of financial and material resources at MINEDUB. The second presentation focused on operating credits for public nursery and primary schools: guidelines for optimal execution and evaluation of non-tax revenue by Ms. Ongonkumu, SAAF Mfoundi and Mr. Dam Benekoum Thierry, the chief of service of the budget preparation at MINEDUB and finally, the third presentation focused on the exercise of powers transferred to decentralized local authorities and presented by Mr. Epanda Appolinaire, head of the legal affairs division at MINEDUB and Mr. BIBA François, executive at the DRFM. Closing the work, the Minister of Basic Education, Professor Laurent Serge Etoundi Ngoa expressed the wish to see complaints linked to misunderstanding or ignorance of budgetary rules reduced, following the Bafoussam meetings.
It should be remembered that the budget allocated to decentralized services in West region for the 2024 financial year amounts to 3 billion 318 million to which must be added 175 million granted free of charge by the Minister of Basic Education , for the rehabilitation of certain public schools in Bafoussam. That was the end of the three-day working visit of the Professor Laurent Serge Etoundi Ngoa in the West region.
